Three thousand, two hundred French mayors present an Appeal to President Mitterrand asking for the introduction of a law providing for emergency action to save people condemned to die of hunger during the following year.

15 FEBRUARY - EP: Strasbourg - Italy: Chamber of Deputies - European Union, Federalism

After almost three years work, the European Parliament approves the Draft Treaty on European Union drawn up by Altiero Spinelli and the Committee on Institutional Affairs.

On the initiative of the RP, the Italian Chamber of Deputies passes a motion adopting the Draft Treaty.

However, the decision regarding the stipulation of new treaties lay with the European Council, composed of the Governments of EEC Member States.

Pannella and Bonino attend the ACP-EEC Conference in the Congo, and Pannella goes on to meet the Presidents of Mali and Alto Volta.

15 MARCH - Italy: Rome - Hunger

Presentation of the Piccoli Law (leader of the ruling DC - Italian Christian Democrat Party) for the implementation of emergency action to ensure the survival of at least three million people. (LR n.63 p.4)

17/19 APRIL - Italy: Rome - Conference on Hunger

International conference entitled: "Gli affamati non mangiano teorie" (Theories Won’t Feed the Starving), under the aegis of the highest Italian institutions: the Presidency, the Chamber of Deputies, the Senate. Nobel laureates, ministers and African parliamentarians participate in the conference, which produces a solemn declaration. (LR no. 63 p.16 and no. 64 p.5)

22 APRIL - Italy: Rome - Hunger

Eighty thousand people take part in the Easter March "to save three million lives now". They ask the Italian Parliament to approve the bill on hunger. A delegation is received at the Quirinal Palace (Ministry of the Interior) and Palazzo Chigi (seat of government).

JUNE - France: Paris - Hunger

"Assizes nationales de la Survie et du Developpement" organized by Food and Disarmament International. Over 700 people attend, and speeches are made by a number of Nobel prize winners: André Cournand, Sean Mac Bridge, George Wald and Maurice Wilkins

A delegation of the organizers of the Survie campaign is received by François Mitterrand at the Elysée Palace. Nobel laureate Louis Neel and Jean Fabre, Secretary of Food and Disarmament, deliver to the President the appeal for the approval of a law to save human beings condemned to death from starvation, signed by 7,000 French mayors.

31 OCTOBER - 4 NOVEMBER - Italy: Rome - XXX RP Congress

New possibilities open up in the fight against hunger, and the introduction of the relevant law seems imminent. A desire for the creation of Green and Environmentalist lists is expressed.

The motion re-launches antimilitarism and proposes a summer march.

Conscientious objector Sandro Ottoni, who had deserted months previously, gives himself up and is led away from the Congress platform by the Carabinieri (Italian armed police). He would be released after six months, after obtaining the "legal status" of conscientious objector.

Giovanni Negri embarks on a long hunger strike for the approval of the law for extraordinary intervention to stop hunger. (LBTV)

22 DECEMBER - Italy - Hunger

Italian Government passes Decree-Law for integrated programmes in different sectors in underdeveloped areas. Negri and dozens of other Radical activists end their hunger strike after 44 days.

25 DECEMBER - Italy: Rome - Hunger, March

Christmas March, organized by PARIFA (Parliamentarians for Initiatives Against Hunger), in which tens of thousands of citizens, Italian mayors, European environmentalist parties, the WHO, the FAO and other international bodies participate, to make 1985 the year in which action is taken to stop people dying from starvation.
