A mechanical engineer, he also obtained a degree in Agriculture at the University of Kirovabad in 1974. In 1981 he attended the Communist Party Institute. From 1983 until 1986 he was Secretary of the Party Committee in the Babek region. He was Secretary of the Communist Party Committee in Nahevican from 1986 until 1991. He was a member for two terms of government of the Supreme Soviet of the Autonomous Republic of Nahicevan, and today is a former Member of the Azerbaijan Parliament for the Milli Medgelis Region.
